What do I need to know about the new housing law?

The agreement between the PSOE and Unidas Podemos on the housing law includes the regulation of the rental price to lower the rents for homes in the hands of large owners, based on benchmarks for all contracts in stressed market areas. 

It also establishes that small owners will have tax incentives to facilitate the freezing of prices, in order to also be able to reduce the rental price. 

According to sources from Unidas Podemos to Europa Press, the main obstacle that the negotiation ran into yesterday has been overcome, in relation to the obligations for large owners, which will be defined as those who have 10 or more homes. In this way, they have detailed that there will be withdrawal of large holders of "tax privileges." 

A surcharge of up to 150% is also established in the IBI for cases of empty houses, which may be applied by the municipalities. The future regulations also bet on the public rental park, with a reserve of 30% of all promotions for protected housing. Half of this proportion, 15%, will be dedicated to social rent. 

Podemos celebrates the milestone of the Law after months of negotiation 

Along with this, protection measures will be established against evictions focused on the vulnerable population, as pointed out on Twitter by the General Secretary of Podemos and Minister of Social Rights, Ione Belarra.

The deputy of Unidas Podemos and leader of En Comú Podem, Aina Vidal, has celebrated that "common sense" has "opened the way" to shape a housing law that regulates the price of rent, something necessary to also articulate the budgets of the “recuperation". 

"The PSOE seems to have come to its senses (...) The main stumbling block seems to have been saved," said Vidal to add that, with these regulations, the country resembles the European environment that establish price control measures, especially in big cities. 

Meanwhile, the state co-spokesperson of Podemos, Isa Serra, has praised that this law finally puts a stop to the abuses of vulture funds to guarantee decent housing. In turn, the purple formation has written on its Twitter account that for the first time in history there will be a housing law that lowers rent prices. 

"A milestone that truly improves people's lives and that shows that, with political will, there is no lobby or vulture fund that can stop the progress our country needs," he concluded. 

The elaboration of the state housing law with rental regulation has already been agreed between the government partners in the pact on the current public accounts, in addition to being outlined in the coalition agreement. 

However, the formulas to translate this regulation led to a series of discrepancies that have lasted for almost a year, and which have finally been resolved this Tuesday, since the purple ones linked the approval of the new public accounts to the unblocking of said law. 


The negotiation, finalized in 24 hours 

This morning has transcended the agreement within the coalition Government to give the green light soon to the project of General State Budgets (PGE) for 2022 and also to the Housing Law, which should have been approved seven months ago. 

This pact will allow the Government to approve its accounts soon, although the Minister of Finance, María Jesús Montero, will no longer be able to take them to the Council of Ministers this Tuesday, as she had promised in the beginning. However, sources from Moncloa already indicated last week that they had to approve them, at the latest, the second week of October, so that they had time to have them in force in 2022. 

Yesterday the Minister of the Presidency, Félix Bolaños, and the Minister of Social Rights and General Secretary of Podemos, Ione Belarra, met again and found that the main difference on the regulation of the rental price to large owners. However, 24 hours later the partners have reached an understanding.
